Problems adding IE favorites in Vista

I’ve an HP Vista system with two System Recovery disks but no install disk. When I run cmd as Administrator and try to move (rename) C:\Users to C:\UsersOLD, I get ‘access denied.’ I assume it is because Vista is running and using the Users directory. I have already copied C:\Users to D:\Users. So, how do I boot into the command console without running Vista so that I can delete C:\Users and then rename C:\UsersX, the systemLink I created to C:\Users. C:\UsersX is working because I had edited the ProlifeList to D:. Once I get the Users symbolicLink renamed, am I correct that I have to re-edit the ProfileList back to the original C:?
